They should simply ban the assault weapons, and for the rest, license them and make gun owners pass a competency test every four years, like we do with driver’s licenses.
…and require liability and damage insurance as we do for operating a vehicle.

There is one thing correlated with mass shootings: The number of guns. Your solution ignores this and will accomplish little. While assault weapons are used in the most shocking events, many more are killed with handguns, particularly minorities and inner city residents.
The total number of guns of all kinds not used as hunting weapons must come down, and assault weapons and semi-automatic handguns, if not all handguns, must be banned.
